'''Sir Robert William Doughty Fowler''' {{post-nominals|country=GBR|size=100%|KCMG}} (6 March 1914 – May 29 1985) was a British diplomat who served at the UN in New York under [[Gladwyn Jebb]] as an expert on the [[Kashmir]] dispute. He was Ambassador to Sudan from 1966-67 and again from 1968-1970.

==Biography==
Fowler was born on March 6, 1914 and educated at [[Queen_Elizabeth%27s_Academy|Queen Elizabeth's Grammar School]], Mansfield, and Emmanuel College Cambridge, where he studied modern languages.
He was in the Burma Civil Service from 1937 to 1948, joined the Commonwealth Relations Office in 1948, and served in Rhodesia and Nyasaland (at the time of the federation), Pakistan, Canada and Nigeria.
His time as High Commissioner in Tanzania ended abruptly when diplomatic relations were broken in 1965. The same happened in 1967 when he was ambassador in Sudan, but he returned the following year having in the interim being administrator of the Gibraltar referendum.
