First elected to [[National Assembly (Nepal)|Rastriya Sabha]], the upper house of the parliament of the then-Kingdom of Nepal, in 1991, Nembang served as the [[Ministry of Law, Justice and Parliamentary Affairs (Nepal)|Minister of State for Law, Justice, Parliamentary Affairs and General Administration]] from 1994 to 1999 during the [[Adhikari cabinet, 1994|premiership of Man Mohan Adhikari]]. After the [[1999 Nepalese general election|1999 general election]], he was successful in his move to the lower house, elected from Ilam 2, a seat he then represented until his death in 2023. He served as Speaker of the [[Interim legislature of Nepal|re-instated Pratinidhi Sabha]] in 2007 and was the Chairman of the Constituent Assembly from [[1st Nepalese Constituent Assembly|2008]] to [[2nd Nepalese Constituent Assembly|2015]].
